2C – City of Fountain TABOR Waiver


without creating any new tax or increasing any current taxes, shall the City of Fountain, Colorado be authorized to retain and spend grants, revenues or other funds received by the city from the State of Colorado or any other governmental entity starting January 1, 2013 and each subsequent year thereafter as a voter approved revenue change and an exception to the revenue and spending limitations imposed by Article x, Section 20 of the Colorado Constitution or any other law?


If ballot measure 2C is passed by voters in Fountain, grants and other money received by the state and other local government agencies will not be subject to revenue and spending limitations as outlined in the Taxpayer’s Bill of Rights (TABOR) in the state constitution. This would allow Fountain to retain the money, spend it and be exempt from periodic imposed refunds.
